Solution

3-Chlorobenzaldehyde has no α-hydrogen, so with concentrated (50%) KOH it undergoes Cannizzaro reaction (self oxidation–reduction).

One molecule is reduced to 3-chlorobenzyl alcohol and the other is oxidised to the 3-chlorobenzoate ion:

2 ClC6H4CHO+KOH ClC6H4CH2OH+ClC6H4COO-K+

The aryl C–Cl bond is not attacked by KOH under these conditions (partial double bond character), so Cl remains at the meta position.
